Google introduced the concept of PagaRank to measure inbound links from websites.

To calculate Pagerank, Google's robots collect links to all websites. Each link is a vote for our website and the sum of all these votes gives a value, the PageRank value. Of course, not all links have the same strength in this calculation, because Google takes into account how many links there are on the page from which the link is received, because this is the basis for the strength of the link.

So, if you get a link from a page with a PR of 5, but there are 100 other links on that page, it could be worth less than a link from a PR of 3 that is the only link on the page.
